Which of the following most accurately describes the problem?

THE GREATER London Council expects its clash with Transport Secretary Nicholas Ridley over its proposed night and weekend lorry ban will probably take place in the High Court in mid-April.

If the GLC is successful in court, all operators wishing to travel in London could be facing the night and weekend ban for lorries over 16.5 tonnes by around July or August.

But at present, the GLC has to get its statements read by a judge, who will then decide if the issue should go to court. Once in court, the GLC lawyers will argue that a ban will not prevent the GLC from carrying out its duty of allowing "expeditious" traffic movement in the capital.
