Which of the following most accurately describes the problem?

its vehicles \ to recover others which might be broken down. The recovery vehicle is therefore taxed as a goods vehicle and does not operate under trade plates. I am told that when recovery is being effected the towed vehicle must display similar number plates to the towing vehicle despite the exhibition of an "on tow" notice. Is this so?

Yes, the towed vehicle should display the same vehicle registration as the towing vehicle. If a spare number plate is not carried it is expedient if the rear plate of the towing vehicle can be made easily detachable and transferred to the vehicle being towed. Incidentally, though it is the usual practice to display an "on tow" notice there is no legal requirement for this. It is, however, a sensible precaution to take.
