Vehicles (Driver's Licences) Regulations 1969, a licence granted under Part II of the Road Traffic Act 1969 (now Part III of the Road Traffic Act 1972) must be held before an applicant may obtain a heavy goods vehicle driving licence. This is the ordinary driving licence for a private car.

If a person is disqualified from holding or obtaining an ordinary driving licence then, under Section 3 (3) (C), he may not apply for an hgv licence.
