Which of the following most accurately describes the problem?

MANAGEMENT in transport and distribution must not be frightened of stating its case when rejecting unnecessary interference in the transport industry. This was said last week by Mr Garry Turvey, deputy director-general of the Freight Transport Association, when he addressed the first open meeting of the FTA's central Midlands division in Solihull.

The transport industry had to stop hiding its light under a bushel, forget its modesty and strive to ensure that its contribution to the country's economic recovery was meaningful and efficient, said Mr Turvey. An increase in goods vehicle weights would make an important contribution to increased efficiency: operating vehicles at less than full capacity in the current economic climate was absurd.
