Which of the following most accurately describes the problem?

IF haulage rates were to be increased by 20 per cent, that would still not be enough to enable the majority of transport contractors to continue to operate viably. This was the warning given by MrJohn Silbermann, an RHA vicechairman, addressing a meeting in Norwich.

He said that many hauliers could go bankrupt unless they started to charge realistic rates. One of the contributory factors, said Mr Silbermann, was the drastic increases in the price of new vehicles. He warned operators who had not yet recalculated rates of vehicle depreciat,on that they should do so immediately.
