Which of the following most accurately describes the problem?

A POLICE REPORT has backed London Transport's view that bus services are delayed by illegal parking on a massive scale.

Metropolitan Police figures show that only five per cent of illegal parkers have been getting parking tickets.

The main problem, says the report, is London's lack of parking wardens. The present total on the street in London is 970 and it is estimated that 3000 are needed to monitor and control London's parking problems.

The survey, carried out by the police and Traffic Wardens' Department, supports LT's view that parking problems are now equally acute in the outer London suburbs as in inner London.
