This suggestion, which, if adopted, would Fill an erstwhile gap in the E.E.C. transport proposals, has been put forward by M. Brunhes of France in his official report to the European Parliament on the transport action programme.
The report also asks that own-account and contract transport should be clearly defined this year, that the Commission should define precise criteria for setting upper and lower limits of forked rates, that equalization of fuel taxes in member countries should he done long before the proposed date of 1970, and that all transit transport should be completely freed on July 1, this year.
M, 13runhes is totally opposed to compensatory taxes as a means of achieving equal conditions for transport, believing they would be used as a pretext for not going ahead with genuine harmonization. He nevertheless objects that the Commission's present plans for goods transport would allow liberalization and quota extensions to outstrip basic harmonization, and he thinks that the passenger transport proposals are unbalanced and should be completely changed,
