Which of the following most accurately describes the problem?

THE CONSULTANCY running the Government's preliminary studies on how to solve lorry-induced environmental problems is due to report back to the Department of Transport "very soon".

Midlands-based Transport Planning Associates has been running preliminary studies in Lancashire, Hereford and Worcester, and Hertfordshire to assess the areas to see if they are suitable and typical. The main studies should then be set to start.

When Transport Secretary Nicholas Ridley announced the studies in February he said: "This comprehensive approach should enable us to take a balanced attitude to a subject which is too often approached from a blinkered and partisan position.

"We want to involve the county highways authorities, local community groups and the vehicle operators in this work, recognising that we need the lorry but we must respect the environment."

The Freight Transport Association will give its views on traffic management measures once the main studies go ahead.
