Which of the following most accurately describes the problem?

DON'T the people with a vested interest in the fitting of front under-run guards realise what a golden opportunity they are missing by not calling for them to be fitted to cars?

After their success in forcing lorry owners to bear the financial cost of rear and side guards with absolutely no benefit to themselves, I would have thought they would find it easy to persuade car owners to fit guards to save both their vehicles and their occupants from damage when they decide to run into the front of an unguarded lorry.

As to the cost, as there are millions more cars than lorries on our roads; more guards would be needed, thus bringing the cost down to within reach of the average motorist.
