Which of the following most accurately describes the problem?

DEC1SION on the application made in July by Manchester Corporation for increased bus fares was published last week. The minimum fare will be increased from Id. to fl d., this giving a oneor two-stage journey. Over three stages the fare will remain at 2d., but for four stages it will be increased from

2d. to 20. On limited-stop services there will be a 3d. minimum on outward journeys, and, the cheap-travel ticket is to be raised from Is. to Is. 6d. The 5d. maximum fare on certain services is to be increased to 7d.

Proposals to increase the ordinary 3d. fare to 4d.and to institute a 3d. minimum fare for workmen were refused. Decision was reserved on Id. decreases for fares of 6d. and over, and on the

proposal to raise certain fares on the Wythenshawe route.

Because of Hull Transport Department's loss of £21,000 last year, the general manager, Mr. G. H. Pulfrey, has recommended a general increase in fares, abolition of return and transfer fares, and annual payments to the department by the corporation committees concerned, for the free travel facilities to members of -the city council and old-age pensioners.

As the department has a reserve fund of 189,000, it is proposed that the corporation shall ask the Minister of Transport to waive the ruling against the granting of increases in fares to Operators who have substantial reserve funds.
