Which of the following most accurately describes the problem?

AT Edinburgh recently, the chairirian of the Edinburgh and South-east Scotland branch of the Road Haulage Association protested at the nature of a form received from the Road Haulage Executive by members, in which details of work expected in the future had to be given. Operators were asked to state. the tonnage that they expected to carry, the distances they would cover, and the towns they would travel to in the next year. Many hauliers had filled in the forms by using figures based on past business. The forms had then been returned to them for "completion." ,

The chairman had visited the "diVisional road haulage officer in Glasgow" and had pointed out the impossibility of foretelling future work. The reply was that the • authorities required information on how many journeys each concern expected to make outside a radius of 25 miles, as well as tonnage expected, number of vehicles in use in particular areas an.] the goods likely to be carried.

The form (P.R.2 A) has been sent to hauliers who have applied for original permits and the R.H.E. appears to be entitled to the information sought. It is felt; however, that 14 days is an unduly short period in which to have to return the form. The short-distance panel of the R.H.A. discussed the • matter at a meeting in London on Tuesday.
