A NORTHUMBERLAND company which failed to have regular safety inspections on its only vehicle for at least 15 months has lost its 0-licence.
Nasco, based in Newbiggin-by-the Sea, Cumbria. had been called before North Eastern Traffic Commissioner Torn Macartney at a Leeds public inquiry. The company held a two-vehicle restricted licence.
The TC was told that examination of tachograph charts revealed the vehicle had been used in September after the annual test certificate had expired.There were no safety inspection records and it appeared no safety inspections had been carried out for 15 months. There was no documentary evidence of daily driver checks, nor a forward-planning system.
The vehicle had failed its annual test at first presentation due to a steering fault.
An extensive amount of work had been carried out on the vehicle before it had been presented for test, due to a large number of defects. It was likely that those defects had been present when the vehicle was used on the road in September. (CM 26 April) In revoking the licence, the TC said inadequate funding had been a problem for some considerable time. The lack of any safety inspections; the use of a vehicle for nearly a month in an unroadworthy condition without an MoT; the lack of any form of maintenance apart from repairing mechanical failure; and the failure to report a prosecution for using the vehicle without MoT all went to the heart of being a decent, reliable professional operator.
