DETAILS OF THE plan to impose graduated on-the-spot fines on operators, regardless of their country of origin, have finally emerged;now the industry is being asked for its views.

Under the proposals, the power to issue fines for overloading, drivers hours and tachograph offences as well as roadworthiness and VED offences will be given to Vosa officers as well as the police.

In addition, Vosa will be able to hand out graduated fines to drivers. Specific offences are not mentioned but the Department for Transport (Dfr) says its priority is to introduce a sliding scale in relation to offences for which Vosa examiners carry out checks. Offences such as speeding will remain a matter for the police.

It is hoped that these roadside powers will put an end to foreign operators breaking UK laws without being punished. Currently it is difficult to take action against offenders with no UK address.

In future offenders will have to pay a deposit on the spot equal to the level of a fixed penalty. For more serious offences foreign operators will he made to pay a deposit of up to i:900.
