Which of the following most accurately describes the problem?

THE BRITISH Shippers' Council has recommended the Board of Trade to give urgent consideration to introducing metric weights and measures in all transport and shipping documents. It recommends that this should be made compulsory from January 1 1971. Metric units should be used in all official trade statistics, Customs entries, port charges, shipping and international road transport documents. The BSC recommendations are being studied by the joint liaison committee on documents used in the international carriage of goods.
