Which of the following most accurately describes the problem?

of Ministers' attitude on transport has been made by Mr. Lambert Schaus, who is responsible for the transport sector of the EEC Commission.

Reporting to the European Parliament, Mr. Schaus said he understood that some Ministers did not want to meet before an agreement had been reached. But nothing

could be achieved if there were no meetings and no discussions, with everything left in the hands of the experts. One might well wonder what purpose the Council of Ministers was serving.

Agreement was still lacking on any measure embodied in proposed common transport policy. All the experts had been able to do was to prepare a new timetable.
