Which of the following most accurately describes the problem?

IF THE West Midland Passenger Transport Executive's star apprentices represent the general level of engineering skill in the undertaking, it must have the best-maintained buses in Great Britain. Five of them beat all-corners in the 1983 UK PSV Apprentice Competition, gaining all the major awards for bus repair and theoretical knowledge.

Jared Grice, Vincent Brown, Mark Jones, David Breer and the team captain, John Mockler, began with an integrated course at Handsworth Technical College and last February continued at the Executive's Engineering and Technical Training Centre at Moseley Road, Birmingham. The industry needs more young people of this calibre.
