Which of the following most accurately describes the problem?

MOVES TO CLAMP DOWN on overloading and the parking of heavy goods vehicles in residential areas have been proposed by the Northern Ireland Department of the Environment.

The proposals would strengthen the Department's existing powers to stop the driving of overloaded vehicles and enable it to prohibit lorry parking in residential areas and on pavements.

Other proposals include the power to construct road humps as a speed control measure and to introduce, modify or suspend experimental traffic control schemes.

Minor amendments are proposed to the existing road freight and road passenger licensing schemes.

The draft Order amends the provisions of the Road Traffic (NI) Order 1981, the Roads (NI) Order 1980 and the Transport Act (NI) 1967. Copies of the Orders can be obtained from HMS0s.

Any comments on the proposals should be made to the Department before February 17.
