There has always been a scarcity of funnies at the beginning of the year
Probably it's the festive season reaction or probably because the boys and girls of Westminster are still on their hols. But with the assistance of the European Commission this year and by courtesy of my chums on Motor magazine last week, the scarcity is not a famine. They came up with one which will take some beating throughout 1977.
