Which of the following most accurately describes the problem?

OCTOBER 1 is the date fixed for the extraordinary general meeting of the Passenger Vehicle Operators' Association which will be asked to agree to the winding up of the Association. This is necessary for the formation of the Confederation of British Road Passenger Transport. The meeting will be held at the Bonnington Hotel, Southampton Row, London VVC1.

In a document sent to members this week Mr Geoffrey Steel, the PV0A's national chairman, calls on members to attend the meeting and vote for the resolution which would lead to the appointment of a liquidator. The document includes a form of proxy vote for members who cannot be present.
