Which of the following most accurately describes the problem?

The calculation of levy rebate is by formula: Sum of weightings for each significant occupation with satisfactory training divided by the sum of weightings for all significant occupations in the establishment. The answer is multiplied by 9/ 10ths times the levy. It would be interesting to know how many reams of paper were used in calculating this formula.

Specific training grants, with some exceptions, are paid for off-the-job training either in pounds sterling or in terms of points. Nothing is said in the Emplover's Guide as to adjustment of money grants to compensate for the depreciation of values with inflation, but the "value of the point" will be announced as soon as possible after the end of the training year.

For hundreds of years apprenticeship schemes, with or without formal indentures, developed skills for every sort of trade and the products of the best craftsmen can today be seen in museums and stately homes. Without benefit of training boards, guilds or merchants or artisans ensured that craft skills flourished.

The RTITB appear to have convinced themselves that their elaborate points-rating system is the answer to all training problems. An apprentice attending an employer's own centre, or at a Group Training Association centre subsidized by the Board, qualifies his employer for 1.5 points per attendance day. Craft and technician courses rank for three points per day. Operative training ranges from 5 points a day for hgv drivers to a mere one point for some lowly employees in the industry.

At the other extreme there is nothing to prevent a small company from setting its sights on graduate or under-graduate recruitment, thus achieving the points-bonanza of 1500 points, at the rate of 125 points per month. To the weary totter-up of points in the Torn Tiddler's league a graduate bonus is a veritable golden nugget.
