Which of the following most accurately describes the problem?

LONDON Transport plans to save money this Christmas Day — by allowing bus and tube passengers to travel free.

LT will operate a restricted service between 9 am and 4 pm at a cost of some £13,000, with no bus inspectors or railway ticket sales staff on duty.

Safety considerations demand that bus conductors and ticket collectors will be on duty along with drivers.

It has launched the deal because public transport patronage on Christmas Day is very low, and very little revenue is earned as a result.

A spokesman said last week, "We think it will be good value in terms of customer goodwill and staff morale. More of our staff will be able to stay at home with their families."

Greater London Council's public transport committee chairman Dr Gordon Taylor has welcomed the measure and described it as "a marvellous idea".

Meanwhile, Greater Manchester Council's transportation committee has endorsed proposals for cheap preChristmas travel on Greater Manchester Transport buses (see CM last week). Rail services may also be efit, provided that the bus ph for Festive Fare '7p and 1, fares is approved by the Nor West Traffic Commissioners Transportation committ chairman David Silvermi said: "We've given this a gre deal of though and have cor up with an idea which will st everyone."

"At the off-peak we have t space to carry ext passengers and their parce The flat fare system is ti easiest one for passengers ai drivers alike."

"And we know the sho and stores will be happy wi the days we have chosen."

Festive Fares will be ava able, it is proposed, betwel 9.30 am and 3.30 pm on thr 'unspecified shopping days E 'fore Christmas and on all Su days in December.
