Which of the following most accurately describes the problem?

MERSEYSIDE County Council is leaning towards the view that it would be wrong to press the Government for elimination of tolls on estuarial crossings, R. J. Williams, Merseyside county engineer, told a meeting of the Surface Transport Committee of Merseyside Chamber of Commerce and Industry.

This was because elimination of tolls might lead to an overwhelming capacity which could not be met by the two existing Mersey road tunnels.
