Which of the following most accurately describes the problem?

riN Tuesday the West Midland Licensing Authority began to hear the ‘-'first of a number of applications by coach operators for licences to regularize services to Blackpool illuminations and Midland theatres for the pantomime season. The work has hitherto been done on the basis of private hire.

Local theatre managers believe that if the applications are refused, the pantomime season may be shortened, because many of their patrons come as private coach parties from neighbouring towns. All the applications were opposed. Objectors included the Birmingham and Midland Motor Omnibus Co., Ltd., and the Railway Executive.

The applicants were Messrs. J. T. Whittle and Sons, of Highley, near Kidderminster, Mr. C. A. Wood (Woodston's Coaches), of Kidderminster, Mr. P. C. Powell, of Dunley, Stourport-on-Severe, Mr. F. J. Ketley, of Stourport, Mr. J. C. Simmons, of Rock, near Bewdley, and Messrs. F. and N. Wright, of Kidderminster.

Basic Pattern Presenting the applications of Messrs. J. T. Whittle and Sons, Mr. J. Else, for the Road Passenger and .Transport Association, said that the importance of the present applications was considerable, because they, would form the universal pattern of other applications to -follow.

The applications were the first of a series forlicences for excursions and tours to cover work hitherto done by private party.

They were to allow parties to be carried to Blackpool illuminations and theatres in Birmingham and Dudley, said Mr. Else. In the main, these destinations were already served on the existing excursion and tour licences.

"The applications have been put in because you [the chairman of the Licensing Authority] have indicated that as a result of decisions in the High Court, You thought it desirable that traffic hitherto classed as private-party traffic to Blackpool and theatres should be covered by a licence," Mr. Else declared.

He emphasized that the applicants were not asking for any Condition to be attached to their licence which would restrict it to pre-booked parties or limit the facilitiesoffered to the public. It was an application for a general excursion and tour licence.

Objections Overcome After luncheon, it was announced that the objections had been resolved, agreement havizig been reached for a re-arrangement of picking-up places and for changes to be made in the vehicle allowance.

The chairman (Mr. W. P. James) said that the court's decision would be reserved in the case of Whittle's ajiplication.

The proceedings continued on Wednesday and will be reported in next week's issue.
