Which of the following most accurately describes the problem?

A DMITTING 30 infringements of 1-3. licensing regulations at Mitcham, last week, D. Seale, Ltd., Gladstone Road, Mitcham, were fined a total of £101. It was stated that lorries had been operated without a licence and had been used beyond the 10and 20-mile radii imposed by a B licence.

In a letter, Mr. D. Seale, a director, said tha; he had bought a farm which occupied much of his time. The haulage book-keeping had been left to his wife, . but she had been ill and the work had not • been done.

For D. Seale, Ltd., it was stated that the offences were "the merest technicality." The licences were in existence, but had not been transferred. No attempt had been made to conceal the offences of operating beyond the stipulated distances, and the company had never been in trouble previously.
