Which of the following most accurately describes the problem?

si Britain's non-motorway road network has deteriorated since 1977, according to the 1988 National Road Maintenance Condition Survey.

Trunk roads, rural classified roads and rural unclassified roads are all in worse condition than in 1977, says the survey, with other non-motorway roads in a broadly similar state to their 1977 condition.

The survey, sponsored by the Department of Transport, and four local Government associations, shows that the condition of trunk roads has improved considerably in the past three years after reaching a low point in 1985.

Transport minister Peter Bottomley blames local authorities for failing to spend their road maintenance allocations, and says their road maintenance budgets have been increased by 6% this year.

The British Road Federation says: "Had the local authorities in England not underspent the provision for maintenance by nearly £100 million in 1987/8 it is likely that improvement to the condition of local roads would have occurred."

O The Government is to spend 5240 million on motorway and trunk route repairs over the next 12 months, says Bottomley with another £101 million on bridges.

The aim is to renew up to 135km of motorway and up to 374km of other roads. The amount of work taken on will depend on rising prices — and Bottomley warned drivers to expect long traffic jams: The 90 road repair schemes include six for the Ml; five for the M2 and the M6; four for the M5; the M62 and the Al(M); nine for the Al, and seven for the A2.
