Hire, of Hinckley, had operated illegally for about 18 months because of an "unacceptable bureaucratic delay" in dealing with their application for the late renewal of their licence, said Eastern Licensing Authority Brigadier Compton Boyd last week.

Granting the partners' application for a national licence for three vehicles with a change of operating centre, Boyd said he was prepared to give them the benefit of the doubt over the unauthorised operating since their previous licence expired in September 1987. The partners had not sought to hide the situation, though he felt they could have made greater efforts to clarify the position.

Darryl Taylor admitted they had continued to operate despite having an application for an interim licence turned down. He claimed a renewal application had been submitted in time but it was never received by the Traffic Area Office. A further application had been submitted in November 1987.

He had asked for an interim licence but had been told that a hearing date had been fixed. That was subsequently cancelled and he was then told that an interim could not be granted as it was so long since the licence had expired. He felt that he was covered to operate as an application was being processed.

For the partners, David Inman said it had taken a long time for the application to reach its present stage. Taylor had continued to operate in order not to let his customers down and to earn a living.
