Which of the following most accurately describes the problem?

w/HEN a Tonyrefail lorry driver,

Curvven IsIwyn Croad, did not Appear at Raglan magistrates' court, last week, on a speeding charge, his employers wrote to say it was because his wsrk would take him out of the vicinity for that day. The chairman remarked:— " That letter is flat impertinence. An employer cannot place himself in the position of his workman, for he might want to deny the charge. I hope that if this man is a trade unionist, they will take it up with his employer. It is not for the employer to decide whether an employee should attend. it is our duty to see that justice is done to both employers and employees."

The case was adjourned until later, when Croad was able to appear. He was fined £2. A humble apology was tendered on behalf of his employers.
