Which of the following most accurately describes the problem?

• Hauliers planning to use the Channel Tunnel occasionally on a non-account rate will have to wait until January next year before Eurotunnel will discuss tariffs with them.

The tunnel operator admits the decision to delay revealing fixed prices until the last days before the link opens is a U-turn; it says revealing its charges before then would allow hauliers to get ferry discounts now.

Operators who open an account can begin price negotiations in September. They will be offered rate discounts based on projected frequency of use which will be monitored by Eurotunnel.

"We will publish a tariff for non-account customers based on the length of a vehicle over 9m a couple of days before, but the published price will have no real significance as less than 5% of our business will be non-account," says freight director Christian Zyblut.

Hauliers using the Chunnel more than 50 times a year will need an account.
