Which of the following most accurately describes the problem?

• Mr John Peyton, Minister for Transport Industries, announced this week that from May 2 vehicle tax on UK goods vehicles visiting Portugal has been halved — and for passenger vehicles abolished.

The concessions result from current negotiations for a road transport agreement between the UK and Portugal, and will benefit UK hauliers severely hit by new tax laws introduced for visiting foreign commercial vehicles by the Portuguese Government in 1972. No reduction was obtained in the "compensation tax" levied instead of a direct tax on diesel oil.

Mr Peyton also announced the setting up of a new special quota of 180 journeys a year for UK transit journeys through West Germany to West Berlin and the doubling to 400 journeys of the current German road /rail quota.

UK operators have increasingly used the "piggyback" service for journeys to destinations in Germany, and from Munich to countries further East via the Cologne-Verona route to destinations in Italy. The increase in this service, which is able to carry complete motor vehicles as well as unaccompanied trailers, is expected to grow still further with the opening of the London office of the German Federal Railway.

German and Italian road-rail permits are freely available and it is not expected that the issue of German permits under the transit quota to West Berlin will have to be restricted.

A bilateral road haulage arrangement between the UK and Luxembourg was signed by Mr Peyton and M. Marcel Mart, the Luxembourg Transport Minister, during M. Mart's recent visit to London. The arrangement, which is in liberal terms, with no permits or quotas, will come into operation when the statutory processes have been completed in both countries.

Following talks between UK and Hungarian delegations early in April, the road haulage quota under the bilateral agreement which came into operation on January I 1972 has been increased to 1300 journeys for 1973.
