Which of the following most accurately describes the problem?

THE French Ministry of Public Works has recently taken the somewhat unusual step of issuing a lengthy circular to all the local and 'departmental authorities, drawing attention to the progress which is being made in England and America in the use of trolleybuses in cases where trams have been displaced.

The circular sets forth, at length, the hindrance of tramways to the evergrowing road traffic and that trolleybuses are to be preferred to petrol and oil-driven buses in that they utilize a nationally produced power, whilst the others are dependent on imported liquid fuel. Finally, the Minister of Public Works invites all public authorities not to approve any projects for the substitution of ordinary motorbuses for trams without first seeking the advice of the chief engineer of the State department controlling the distribution of electric power, and without carefully studying the possibility of the use of trolleybuses in' all caseswhere the withdrawal of trams is being contemplated.
