I DISAGREE with Mr E. W. Russell's statement on behalf of the RHA (CM, February 28). The opposition to RTITB over the years has been very half hearted. Most officers argue for its existence by stating the commercial benefits to be obtained by training and then go on to infer that hauliers need to be forced into participating. Hauliers ought to be able to judge for themselves and the RHA should do more to get them into that position.
The haulage industry has a terrible image and this is not , helped by the failure of the RHA to adopt a code of practice for their membership. Many members encourage drivers to drive illegal hours or pay by results which greatly contribute to the "cowboy-juggernaut" image.
If the RHA could insist on a code of conduct and improve the importance of membership by , its actions then we should all be better off.
