Which of the following most accurately describes the problem?

NO PROGRESS has been made -towards getting fresh supplies of Hungarian and Italian haulage permits for operators going to the Middle East.

This was the grim news from the Department of the Environment this week. Despite visits from a DoE official and a letter from Transport Minister Dr John Gilbert to his Hungarian counterpart, there are still no more permits.

Trains

Since the permit famine operators have been altering their trailers to meet the specification needed for the German railways' piggyback service to Llubejana and the company has increased the number of trains.

But unless there are more permits then operators will be faced with the choice of either pushing their rates up or concentrating on UK haulage with trucks that are unsuitable for the work.

Their only other choice is to "run bent" through Italy.
