Which of the following most accurately describes the problem?

A RISING out of the joint Cotton t'LCarriers' Conference, a new organization, to be known as the Lancashire Road Transport Cotton Pool, has come into being. Through this organization hauliers will be able to offer considerable assistance to the Cotton Control. The employment of the L.R.T.C.P, services would ensure that the handling of raw cotton would ne kept in the hands of operators with specialized experience in this class of traffic.. Apart from the advantage of utilizing their particular .knowledge. it is obviously' desirable that war-time measures shall not result in firms being separated from the industry with which they have been specifically identified. A general purposes committee, consisting of 21 representatives frdne all important districts in the cotton area, has been elected. It is expected tha,t it will negotiate for the whole of the cotton. roae/ transport, and will be responsible for allocating suable shares to established. eperators.

The Lancashire Road Transport Cotton Pool is supported by the various associations -operating in Lancashire, and its temporary address is 28, Queen,Street, Manchester.— The Cotton Carriers' Conference, which was inaugurated about two years ag6, agreed upon rates for cotton transport, and its schedules have continued to be effective ever since.
