Which of the following most accurately describes the problem?

• A big drive to increase its share of -the highly lucrativeprivate hire market is being made by the SELNEC (South East Lancashire and North East Cheshire) Passenger Transport Executive. In a move of the type feared by independent coach operators and the Passenger Vehicle Operators Association (writes Derek Moses), the PTE is taking advantage of its powers under the Transport Act 1968 and, to quote from the Executive's press release "is going all out to chase business".

Last week the PTE sent four attractive clippies to the Manchester Management Week exhibition at the University of Manchester. Operating from one of the coaches used on the Hale Barns executive express service, the girls distributed many hundreds of leaflets and answered questions about the advantages of using SELNEC's "brand new private hire fleet".

About 2000 business chiefs from all parts of Britain and abroad attended the exhibition, and a SELNEC official commented: -Already we have had a fantastic response from business chiefs about works outings, holiday tours, golf club trips and overseas tours."
