Which of the following most accurately describes the problem?

• Mr Harry Kinsey, managing director of National Carriers Ltd, opening the company's new training centre at Peterborough on Tuesday, laid emphasis on the need for professional skill in every aspect of a driver's job. He said that NCL's drivers were the front men of their organization and training was the key to efficiency.

An unusual feature of the NCL training system is its success in turning out former non-drivers trained to class 1 test standard in only three weeks. Mr E. V. Black, Eastern area training officer, produced pass figures to show that the pass rate for non-drivers was higher than for retrained experienced drivers, adding that the removal of bad driving habits was harder than teaching of good driving practice.

The new centre, with facilities for 20 students, is located in the main railway depot in Peterborough and offers both training in the school and in the working area of the depot, teaching all aspects of NCL's operational work as well as driving.
