Which of the following most accurately describes the problem?

On test at the MIRA proving ground, this new 16-ton-gcw single-axle semi-trailer is designed by Pitt Trailers Ltd to enable operators to take maximum advantage of operating below the carders' licensing weight limit. The new design follows a joint study by Pitt and Loughborough Technical College. In 30ft form, the trailer weighs 2 tons 6cwt and allows for a legal payload of 10+ tons with suitable tractive units. Channel-section cross-members are spaced at 2ft intervals along the I-beam main frame, and raves are angled to give a clear 8ft platform width. The 16,000lb axle carries 8.25x 12 tyre and wheel equipment and x Ilin. cam brakes; the standard floor Is in Yellow Meranti hardwood.
