Which of the following most accurately describes the problem?

NEW FIGURES from the Road Haulage Association have revealed that hauliers' costs rose by a staggering 10.5 per cent so far this year compared with 11 per cent for the whole of 1978.

The figures are broken down to show that labour costs rose by nine per cent; dery by five per cent; repairs and maintenance by one per cent; establishment and other costs by one per cent and replacement of vehicles cost an extra one per cent.

Compared with these figures, costs at this time last year had risen by five per cent from January 1.
