alcclm Banks, president of the eight Transport Association, operly criticises the sweeping iwers of objection to 0-licence applications on environmental grounds which the Foster report recommends. He dismisses the argument that objectors would not use that right as a method of organised opposition to lorries and few operators would suffer.
