Which of the following most accurately describes the problem?

I was intrigued to observe that Sir Daniel Pettit, who retired as chairman of the NFC at the end of last year, was not the highest-paid member of the board. His £17,636 was more than £2,000 short of the highest-paid member's £19,762.

With many lorry drivers in the £6,000-a-year class, the corporation's top employees were not lavishly rewarded. Only 47 employees of the NFC and subsidiaries earned £10,001 to £12,500 a year, nine drew £12,501 to £15,000, eight £15,001 to £17,500 and two £17,501 to £20,000.

They managed businesses with gross receipts of more than £406 million and certainly earned their money.
