Which of the following most accurately describes the problem?

KENT COUNTY Council is looking for a site for an emergency lorry park to serve the hard-pressed Dover Eastern Dock. Local councillors want the site to be just off the town's Jubilee Way.

Last week a joint meeting of the county and district councillors agreed that the emergency park should be off Jubilee Way with an interim area on Kent's Lydden Hill and a turning area on the Hill to ease congestion.

During the meeting, county councillor Tom Miller said that in 1977 the deputy chief constable of Kent had written to the council calling for action on the problem of heavy vehicles heading for Dover.

Mr Miller said it had cost an estimated £100,000 to control heavy vehicles outside Dover this year alone and it had been suggested that a charge of E1 be made to defray the cost of the site.
