Which of the following most accurately describes the problem?

nUGHT excursions giving a longer time away, although operating to the same destination, have a higher fare rating than those taking a shorter time? This dispute arose between Rogers Motors, Ltd., and Wallace Arnold Tours, Ltd., at Leeds last week, there being a difference of ls. between their respective fares on excursions to Capesthorne Cheshire. Rogers were applying to increase the fares on some of their excursions starting from the Municipal Bus Station, Leeds, but that of Capesthorne would remain at 125. whereas Wallace Arnold charged 13s. In evidence, Mr. J. T. Rogers pointed out that his service did not leave Leeds until 1 p.m, and also took a shorter route than that of the objectors. The latter left in the morning and gave passengers a chance to obtain lunch, and tea in Buxton on the return journey. He told Mr. R. Marshall, for Wallace Arnold, that he believed in stability of fares but in this case did not think it fair to charge the public any more. Mr. Marshal observed that if other operators undercut fares Rogers would object. He considered the company most unreasonable if they would not bring the matter into line. Mr. G. Steel, traffic manager of Wallace Arnold, said that when two operators travelled to the same destination they should always charge the same fare. The whole structure of the fares system would be destroyed, together with the confidence which people had in it, if this was not so. The chairman of the Yorkshire Traffic Commissioners, Maj. F. S. Eastwood, granted the application provided that 13s. was charged for a full-day excursion and 12s. for a half-day.
