Which of the following most accurately describes the problem?

• A sister company of troubled Fife haulier Thomas Muir (Haulage) has been granted an Operators' Licence just months after a successful Court of Sessions appeal against the revocation of Muir's original licence.

Senior Traffic Commissioner Michael Betts granted a licence authorising Thomas Muir (Metals) to operate 20 trucks and 10 trailers out of the same operating centre.

The decision is the latest episode in a long-running story. In January. Muir (Haulage) won the right to resume trading until its case against the revocation of its 0-licence is reheard by the Transport Tribunal sometime later this year.

Former Scottish DTC Keith Waterworth reheard the Muir case after Betts had revoked the licence in May 1995. Despite hearing that the firm had spent £450,000 on maintenance, Waterworth agreed with Betts and removed its licence.

The authorisation for 18 Thomas Muir (Haulage) vehicles will now transfer to Thomas Muir (Metals) and the company has been ordered to employ a transport manager.
