Which of the following most accurately describes the problem?

THE terms of payment for the hire

of goods road motor vehicles (short. distanceand local services) by the M.' of W.T. (Road Haulage Branch) have been revised as from March 18.

So far as the actual Schedule of Terms, RH/D/20, is concerned, the figures in the columns are the same as those in the previous publication, but there are alterations in the mileages as follow:—Column 2 includes mileages up to 240 in lieu of 250; column 4, mileages up to 42+ in lieu of 45; the final column, weekly and daily mileages in excess of 240 and 42+ in lieu of 250 and 45, respectively.

In RH/D/19 as revised, there are a few minor modifications. Thus in (2) —second para., there is the addition:— " and any reference in these terms to the rates or payments in the Schedule shall be deemed to include any adjustment to which the rates or payments may be subject under this provision."

(4) and '5) are now modified as follow :—(4) Where a vehicle is hired on a weekly basis, the carrier shall be entitled to the following payments: (a) every hour for which the vehicle is used during the week shall be paid for at the

hourly rate appropriate to the vehicle as set out in column 3 of the Schedule; (b) in addition, if the total mileage of the vehicle run under the Minister's direction during that, week when averaged over the• number of hours in that week paid for under (a) exceeds the rate of five miles per hour, the excess mileage shall be paid for at the mileage rate appropriate to the vehicle as set out in column 6 of the Schedule. Should the carrier prefer to calculate the 'weekly payment for any week upon the periods for which the vehicle is available, each period of 3+ hrs. gross day or night commencing from midnight on Friday for which the vehicle is available (whether used or not) shall for the purpose of (a) and (b) above be reckoned as one hour for which the vehicle is used.

Provided that for the purpose of this clause a vehicle which ceases to be available shall be deemed not to have become available again Until the expiration of 12 hrs. after the Minister hasreceived notice from the carrier that the vehicle is in a fit condition for the purpose of conveting loads on the road: unless the Minister accepts the vehicle for use for any part of that 12 hrs., in which case it shall be deemed to have been available for that part.

(5) Where a vehicle is hired on a daily basis, the carrier shall be entitled to the following payments:—(a). every hour for which the vehicle is used during the day shall be paid for at the hourly rate appropriate to the vehicle, as set out in column 5 of the Schedule. Provided that where the vehicle is available for the whole of the day, the carrier shall be entitled to a minimum payment at the hourly rate for 8+ hrs.; (b) in addition, if the total miksage of the vehicle during that day when averaged over the number of hours in that day paid for under (a) exceeds the rate of 5 miles per hour, the excess mileage shall be paid for at the mileage rate appropriate to the vehicle as set out in column 6 of the Schedule.

' To (8) the following addition is made: " Save where the vehicles concerned are of a carrying capacity of 15 cwt. or less,"

In (10) the first line, after the word " carried," is added: " to the Area Office of the Ministry to which the vehicle concerned is attached."
