Which of the following most accurately describes the problem?

I would appreciate your correcting a small but important misquote attributed to me last week: "One of our major concerns is congestion and HGV lanes could make matters worse" (story headed "HGV lane rumour denied", CM 26 Aug-1 Sept).

I actually commented that HOV lanes could make matters worse by squeezing all lorries and single occupancy cars into a single lane—a recipe for longer queues and yet more costly delays for industry if such measures are introduced on roads already saturated by peak-hour congestion.

The Transport White Paper made no mention of no-lorry 110V lanes, but it did promise lorry priority lanes. When are they going to appear?
