Which of the following most accurately describes the problem?

• Up to 10 tipper drivers could be recruited next month by Tarmac Roadstone in Colchester if the company wins its battle for more daily lorry movements on its Al2 road repair contract.

The new drivers would be used as "jockeys" says Tim Slavert, area production manager. "We will use them in our owner-drivers' vehicles during their rest periods."

Tarmac is scheduled to start work at the beginning of October on a contract to repair part of the Al2 north of the Colchester bypass.

The job is set to run for two and a half months.

Up to 30 of its own trucks will be travelling between the Bellhouse quarry in Warren Lane, Stanway and the site, crossing 1.5 miles of residential area and a further 8.0 miles of trunk road.

Tarmac Roadstone has asked the council to permit round-theclock working or an extension to daytime working hours to reduce traffic problems on the Al2.
