Which of the following most accurately describes the problem?

Durham-based H J Banks has submitted plans to extract 1.2 million tonnes of gravel, coal and sand from a site at Rigby House Farm, Adlington. Once exhausted, it would be used for landfill.

"We are likely to be looking for coal articulated tippers and fixed tippers in the Wigan area as our own transport operations are based in the north east," says the company's environmental manager, Mark Dowdall.
