Which of the following most accurately describes the problem?

• Opencast mining company RJ Budge plans to subcontract haulage work on two separate contracts before next spring if it wins approval for new sites in the Midlands.

Five tippers will be needed to transport 150,000 tonnes of coal over 18 months from a site near junction 30 of the MI at Spinkhill in Derbyshire.

A planning inquiry is about to start on Budge's application with the outcome due in the autumn. Forty two truck movements are expected each day.

In Ashby, Leicestershire, the company is planning to extract 210,000 tonnes of coal over two years from two sites, Shellbrook and Wood Farm. Around 40 truck movements a day are planned and the company expects to use five tippers.

The coal is destined for the power stations along the Trent valley. If the scheme is approved by local planners, work should start next spring.

Development director John Gough says he expects to appoint sub-contractors rather than owner-drivers.
