Which of the following most accurately describes the problem?

A SCOTTISH haulier travelled 100 I-1. miles to Aberdeen recently to support his application for a licence, only to learn the Traffic Court was sitting at Kirkcaldy, 16 miles from his home. The haulier, trading as Messrs. Linton Bros., had his case adjourned until the next sitting by the Deputy Licensing Authority, M. A. Robertson, who remarked: "I don't want to take advantage of a man':, mistake."

Another haulier, trading as Messrs. Edward Preston and Sons, Blairadam, who had applied for an A licence had his existing permit revoked as from September 15. When he failed to appear, an agent asked permission to withdraw the application. Refusing the request, Mr. Robertson said there could be no more withdrawals. The application had been submitted three times and on each occasion the applicant had failed to appear. He was the only haulier in the area still operating on a war-time Defence Permit.
