LKW-MAUT, THE controversial new German truck road-user charge, has been delayed for a second time due to a widespread failure of the charging equipment.

The system was due to be launched on 2 November following an initial postponement in August because there were not enough charging units.Now20,000 on-board units (OBUs) have been recalled by operator Toll Collect due to a software fault.

A spokesman fromToll Collect. a consortium comprising DaimlerChrysler. Deutsche Telekom and the French tolling operator Cofiroute,admits it does not know when the toll will finally begin: "There are also a number of technical components that have to be integrated across the whole system but this has taken longer than expected."

Jans Huegel. head of economic and environmental affairs at the International Road Transport Union, says the toll has become a farce: "The delay shows a lack of professionalism by both Toll Collect and the German Transport Ministry. Austria's system should be up and running by 1 January 2004."
