FREIGHT TRANSPORT Association presi. dent John Allan has demanded the govern. ment 'gets a grip on road delivery and highwa) performance'. Speaking at the Confederatior of British Industry's Transport Conference, lu outlined three prerequisites for the govern. ment's proposed distance-based Lorry Roac User Charge (LRUC) to be successful: • The government must fulfil its promise thai the LRUC will not increase truck taxation.
• Charges must differentiate between differerr times of day, different vehicles, and differeu roads so that users can see how to cut theil costs, and change their travel behaviour.
• Road users must be able to see they an getting reasonable value for money.
